New vote counting system for Local Government elections

On Thursday 24 November 2011, the Territory Government announced the introduction of the Single Transferable Vote Proportional Representation (STVPR) vote counting system for local government elections.

After wide spread consultation the STVPR system was recommended by experts and supported by the majority of local governments as the most suitable vote counting system for the Territory and in particular, for multi-member electorates.

The system leads to a fairer translation of each candidate’s share of the votes. Candidates who receive a number of first preference votes equal to or greater than the quota required are elected immediately. Preference votes of elected candidates or votes of excluded candidates are then taken into consideration to fill any remaining vacancies at a proportionate value.

This change is an example of the Territory Government’s Territory 2030 commitment to a strong and vibrant democracy.
